Community Outreach New construction can have a profound impact on the community. Accordingly, significant efforts are made to keep local area residents and their representatives aware of University construction projects and development plans. Communications about University construction activity is performed via the Neighbors web site (www.neighbors.columbia.edu), which contains detailed construction project information and overviews of planning efforts, and community construction meetings, which are hosted in venues in the vicinity of our construction sites.Minority, Women and Local Business Enterprise (MWL) Participation Initiative In the late 1990s, Columbia University established goals for Minority, Women, and Local subcontracting and workforce participation for capital projects in excess of $1 million. Minority and Women-Owned Business Enterprises are certified as such by certain state, local and quasi-governmental agencies like the Port Authority of New York and New Jersey. Local businesses are defined by Columbia as those that are located in the zip codes that constitute the New York Empowerment Zone. MWL participation goals are reevaluated every year, and are currently: 15% Minority, 5% Women, 5% Local for Sub-contracting, and, 30% Minority, 5% Women, 5% Local for labor force participation At the end of fiscal year 2005, Columbia University had achieved MWL participation rates of 39% for sub-contracting and 44% labor force participation. Beginning in fiscal year 2005-2006, Columbia seeks to expand MWL participation goals to all capital projects, irrespective of project dollar amounts.
